Maverick's arc in Top Gun: Maverick was to establish that, despite Pete's reservations, he still had a place in the Navy. Maverick remained a Captain and an outlier from the Navy for 35 years, while his Top Gun classmates like Iceman became Admirals. Maverick returned to Miramar after the first Top Gun to work as a flying instructor, but he only lasted two months. Despite his awards and achievements, Maverick spent the next three decades "p*ssing off" Admiral after Admiral, and Captain Pete Mitchell's status as a literal maverick made it hard for the Navy to elevate him.

Maverick is a test pilot for the Darkstar program when Top Gun: Maverick begins, and he became "the fastest man alive" by demonstrating he could break Mach 10. Before his plane exploded, Maverick set a new speed record of Mach 10.3. Rather than being praised as a hero, Admiral Cain (Ed Harris) intended to dismiss him from the Navy. Admiral Cain warned Maverick at the outset of Top Gun: Maverick that his objective is to eventually replace pilots with drones. While that strategy may still come to reality, Maverick's work with the Top Gun trainees demonstrated the indispensability of pilots who can make quick judgments and follow their instincts. Top Gun trainees were trained to think outside the box by Maverick.

Maverick's accomplishment in the climactic mission to destroy the uranium complex, however, did not result in a promotion, which he didn't want in the first place. Maverick "belongs" in a cockpit, and despite being decades older than his trainees and compared to his former classmates, who are now all grounded flag officers, he's still a fine pilot. Maverick demonstrated that he still has something unique to offer the Navy, yet despite his accomplishments, the Navy continues to mistrust his worth.
