The State Partnership Program is an exchange program between the US National Guard and an ally. Through this, the US National Guard helps its partner country in the event of different types of disasters such as earthquakes, floods and wildfires. It has been in operation for the last 25 years and has 80 partnerships in 90 countries. 



In the event of a disaster, these US Guards perform relief and rescue work. Therefore, nepal itself was requested to join the SPP to seek its cooperation. However, later protests started within nepal itself. It was said that this is also a kind of military agreement. This will have an impact on Nepal's non-aligned and balanced foreign policy. 



In a press release last year after protests erupted, the US embassy clarified that the SPP has no military alliance and has nothing to do with funding under the Millennium Challenge Corporation. 



Let us tell you that under the Millennium Challenge Corporation nepal, the US is going to give $ 500 million for the development of infrastructure projects in Nepal. Under this, infrastructure projects connecting India-Nepal are also included. Controversy is also going on in nepal regarding this. However, even after America's clarification, the protest against the SPP continued in Nepal. After which the government decided not to participate in it. 




Now know why SPP was opposed? 

In 2015 and again in 2017, nepal itself urged the US to join it. After the 2015 earthquake, the armies of many countries helped nepal in relief and rescue operations. On the request of nepal, the US had also approved it in the year 2019. 


At that time it was reported that Nepal's military has requested the US government to provide assistance under the SPP so that it can help in disaster management. But, after that it started being opposed within the government as well as in the opposition. It was said that this program is not for disaster management but for military cooperation. This will have an adverse effect on Nepal's sovereignty and balanced foreign policy. 




Prime minister Sher Bahadur Deuba was under heavy pressure from the opposition CPN-UML and his own party. Federal Affairs minister Rajendra Shrestha had also made it clear that the US government would be informed of this decision and all talks would be done only through the Ministry of External Affairs. Direct talks through the army are not good for the country.
