While not all MCU films have cameos from other franchises, a significant number do.  Indeed, the Multiverse Saga has been replete with them, since innumerable new characters have been presented in post-credits scenes only to disappear forever.  For instance, Hawkeye made an appearance in The Marvels, and Bucky Barnes most recently made an appearance in Captain America: Brave New World. 

For a long time, there has been a lot of conjecture regarding the characters that would feature in Thunderbolts*.  While many fans expect to see Captain America, Nick Fury, and the red Hulk, Baron Zemo has been at the top of many wish lists. 

Unfortunately, Thunderbolts* does not feature any cameos from any unannounced MCU characters
Geraldine Viswanathan's Mel, who is supposed to represent Melissa Gold, also known as Songbird, from the comics, is the closest we get.  She never outfits up, though, and doesn't go by that moniker.
 
It's not shocking that there aren't any appearances, and Thunderbolts* doesn't seem to suffer without any well-known characters showing up.  The film does end by hinting at the arrival of some heroes on Earth-616, just in time for Avengers: Doomsday, as you will know if you have read our analysis of the post-credits scene.
