In Highway Emergency Landing Facility (ELF), Dibrugarh – A Strategic Milestone
Prime minister Narendra Modi landed in a Lockheed Martin C-130J Super Hercules at India’s first Highway Emergency Landing Facility (ELF) in Dibrugarh, Assam, marking a historic moment for the country’s defense infrastructure.
🔹 What is the Emergency Landing Facility (ELF)?
An ELF is a specially designed stretch of highway that can function as a runway during emergencies.
It is normally used for civilian vehicles but can be quickly converted for aircraft operations.
It supports landing and takeoff of fighter jets, transport aircraft, and helicopters.
Useful during war, natural disasters, or when airbases are damaged.
🔹 Strategic Importance of the Dibrugarh ELF
Located in Upper Assam, close to India’s sensitive northeastern borders.
Only about 240 km from the Line of Actual Control (LAC) with China.
Strengthens India’s defense preparedness in the Northeast.
Enhances rapid deployment of forces and equipment in border areas.
Acts as a backup airstrip if nearby airbases are compromised.

Dassault Rafale fighter jets
Sukhoi Su-30MKI aircraft
Lockheed Martin C-130J Super Hercules transport aircraft
HAL Dornier 228 aircraft
HAL dhruv helicopters
Casualty evacuation drills were also conducted successfully.
🔹 National Expansion Plan
The indian air Force plans to build 28–29 such ELFs across India.
Around 15 facilities have already been completed.
Similar demonstration was earlier conducted in Uttar Pradesh in 2021.
These strips showcase India’s operational readiness and air power flexibility.
