The telangana State Building Permission Approval and Self Certification System (TS-bPASS), a novel initiative of the State government to streamline the processing of requests for building permissions and reduce excessive delays, has thus far approved 24, 817 requests since its launch in 2020.
The TS-bPASS, which was introduced by minister of Municipal Administration and Urban Development KT Rama Rao, has allowed officials to grant 16,329 approvals to real estate businesses and private citizens alone in 2022–2023. Out of the 16, 329 applications that were approved, 2,581 were for occupancy certificates, while the remaining 13,771 were for building licenses.

Before the introduction of TS-bPASS, applications for building permissions were granted manually. Due to a lengthy procedure that required numerous human interventions at various stages of processing the applications, it typically took 50 to 55 days to dispose of each application.

The 'Online Building Plan Approval System' (DPMS) was introduced in ghmc in 2016 as the first step towards streamlining the approval process for building permits after telangana was formed, and TS-bPASS, a first-of-its-kind system in the nation, was used to further make the process transparent and easy.

Layout and building application permissions are easily provided online and in a timely manner via TS-bPASS. Since the start of TS-bPASS, penalties have been imposed ten times for ineffective implementation of this project, and 103 officials have received fines for processing applications slowly. The State administration has also instructed the district Collectors to assess TS-bPASS applications more regularly and provide permissions more rapidly in order to prevent delays.
