For a two-year term, from 2023 to 2025, the state administration on wednesday invited proposals for the allocation of A4 retail spirits stores. The government requested that interested candidates or their approved representatives submit the required applications in a notification. Companies and partnership entities were also permitted to submit applications for allocation. It was stated that although a candidate may submit several applications, each one must be accompanied by the required fee.

Licences for the new shops will be valid from december 1, 2023, through november 30, 2025. The commissioner or director of prohibition and excise shall specify the timeline for the entire procedure, beginning with the identification of A4 liquor shops for allocation to the Goud/SC/ST categories, the issuance of notification, and other activities up to the start of the operation of the A4 liquor shops.

A 2 lakh rupee non-refundable application fee was mentioned in the notice. Members of the Goud community, who historically work in the toddy-tapping and alcohol-selling industries, are given a 15% reserve, compared to 10% for SCs and 5% for STs, to safeguard their ability to support themselves. Only members of the Goud/SC/ST community may apply for the A4 liquor outlets that have been notified for the category. According to an excise official, the number of A4 liquor stores that must be notified for each category in a district must be proportional to the population of that category in the district and the state as a whole.

They claimed that a draw of lots, to be carried out by the relevant district collector, would be used to allocate stores. All of the guidelines' requirements would be followed, they stressed, to maintain openness. Applications will be reviewed and chosen for the lottery after the application due date.For the 2023–25 licence term, the government also set the Retail Shop Excise Tax (RSET) for various population slabs.
