The chief minister claimed that Visakhapatnam is a perfect example of decentralised government and that it can become a premier capital city for about Rs 5,000 to Rs 10,000 crore.

According to insiders, jagan is adamant about moving to Visakhapatnam at all costs, regardless of the outcome of the supreme Court's decision to hear the state government's special leave plea challenging the high court verdict on Amaravati. Without much delay, Visakhapatnam will become the capital city if the supreme court rules in the government's favour. jagan has chosen to relocate to Visakhapatnam even if the ruling is against the government, without designating the city as his executive capital.

"In such situation, amaravati would serve as the official capital, but Visakhapatnam would serve as the actual capital because there would be no legal restrictions on the chief minister's ability to do so. All of the ministers, bureaucrats, and the state secretariat would have to travel if jagan ran his business from the port city, according to a party source. Since amaravati will remain the location of the assembly and no one would object if the high court is moved there, it is impossible for it to take place without referring to amaravati as the judicial capital. jagan seeks to decentralise the government without having to pass separate laws for each of the three capitals.
