Even as the Union Territory struggles with one of its worst terrorist attacks in recent memory, kashmir - SRINAGAR/JAMMU' target='_blank' title='jammu and kashmir-Latest Updates, Photos, Videos are a click away, CLICK NOW'>jammu and kashmir director General of police (DGP) Nalin Prabhat has come under fire after it was revealed that he had engaged in several high-value real estate deals.

In october 2024, Prabhat, an Andhra Pradesh-bred IPS officer from the 1992 batch, became the chief police official in J&K.  Two months later, in December, he and his family paid ₹9.6 crore to purchase an eight-bigha agricultural tract near Manali, Himachal Pradesh.  The land was jointly registered in the names of his son Ahaan and wife Poonam. It was situated in Phathi Baruah Kothi of manali tehsil in Kullu district. Records indicate that the entire transaction cost over ₹10 crore, including ₹76 lakh for stamp duty and ₹19 lakh for registration.

This buy fits with a larger trend. While working for the CRPF in 2023, Prabhat also paid ₹26.23 crore for a luxurious property in Chandigarh's affluent Sector 5 neighborhood, which is thought to be one of the priciest real estate transactions an IPS officer has ever made. Together, Prabhat, his wife, and their kid own the bungalow.
 
Prabhat disclosed to the Ministry of home Affairs (MHA) that Vijay Bansal, a businessman from Gulab Bagh, Uttam Nagar, West Delhi, was financing the chandigarh property.  According to Prabhat, Bansal gave him an advance in return for three agricultural plots in Zirakpur, Punjab, two of which were his grandpa D.S. Mohi's ancestral estates.

The source of funds and the methodologies used for valuation have also raised concerns, in addition to the timing of the transactions. Prabhat's statement mentions a ₹2,24,100 monthly government income, but it doesn't explain how the crores' worth of transactions were set up.
 
Additionally, Prabhat added to and renovated the chandigarh bungalow in 2023 for ₹1.8 crore.

Additional property disclosures include:

A ₹2.35 crore plot in Zirakpur was gifted by his mother archana Mohi in 2021.

A ₹37-lakh flat in Motia's Royal Oasis in Zirakpur was purchased in 2013.

A ₹9-crore bungalow was inherited from his father in 2015.

A ₹25-lakh house in Guntur, Andhra Pradesh.

These disclosures coincide with popular indignation and a period of national grief following the terrorist incident in pahalgam that claimed the lives of 27 indian tourists.  It is generally accepted that militants supported by pakistan were responsible for the attack. The tragedy, Prabhat's recent appointment as DGP, and the timing of these property declarations have all increased scrutiny.

As required for senior officers under central deputation, the Ministry of home Affairs has reportedly received complete documentation of the transactions. However, the timing and magnitude of the purchases, particularly in light of the increased security concerns in kashmir, have caused some bureaucratic and political circles to take notice.

After his predecessor, R.R. Swain, retired in october 2024, he was named J&K DGP.  Given his background in terrorism and insurgency, the Center viewed his hiring as a calculated maneuver. The most recent disclosures, though, might cloud his tenure.

The pahalgam terror investigation has been taken over by the National Investigation Agency (NIA), which is looking into every possibility, including any intelligence and readiness failures.
