What does Rule 223 say?
Under this rule, a member is allowed to raise a question in parliament with the consent of the speaker (under rule 22) in case of a breach of privilege committed by a member or committee. In such a case, a Committee of Privileges is constituted for further investigation and the investigation is entrusted to it. This committee prepares its report after investigating the entire matter and listening to both sides and submits its report in about 1 month. If found guilty, the lok sabha recommends action against that mp to the Speaker.

BJP wants to make a weapon against rahul gandhi by forming this committee. In the year 2005, a special committee was constituted in the lok sabha in the 'Cash for Query' case. This committee was formed under the leadership of the then congress leader pawan kumar Bansal. This committee investigated 10 MPs who asked questions in the parliament by taking money and then submitting the report to the Speaker of the Lok Sabha. The Speaker of the lok sabha had cancelled the membership of all the MPs.
