Centre’s Clarification
The Union government has stated that no final decision has been taken on bringing chandigarh under the President’s direct control.
The Union home Ministry emphasized that any future step will involve consultation with all stakeholders.
The Ministry confirmed that no Bill on chandigarh will be introduced in the upcoming Winter Session of Parliament.
A proposal exists to simplify lawmaking for chandigarh, but it does not impact the city’s administration, nor its ties with punjab and Haryana.
Background: parliament Bulletin Triggered Concern
A parliament bulletin had listed the Constitution (131st Amendment) Bill, 2025 for introduction.
The Bill proposed placing chandigarh under Article 240, allowing the President to directly regulate Union Territories.
Currently, chandigarh is administered by the governor of punjab, given its role as a joint capital of punjab and Haryana.
The bulletin’s mention created immediate political turmoil across Punjab.
Strong Reactions from punjab Leaders
Bhagwant Mann (AAP Chief Minister) said the Centre was trying to “snatch Punjab’s capital” and asserted that chandigarh was built on Punjab’s land.
Amarinder Singh raja Warring (Punjab congress chief) called the move “uncalled for” and warned of “serious repercussions.”
Sukhbir Singh Badal (Akali Dal chief) termed the proposal “anti-Punjab” and a “blatant attack on federalism,” vowing strong opposition.
Sunil Jakhar (Punjab bjp chief) said chandigarh is “an integral part of Punjab” and assured that the bjp would defend Punjab’s concerns before the Centre.
Implications for Chandigarh
The Centre’s clarification has temporarily eased tensions, but the issue remains politically sensitive and symbolic.
Chandigarh, constructed after the displacement of punjabi villages, carries historical and emotional significance for the state.
Any future administrative change is expected to undergo intense debate, given the city’s unique status and contested claims.
