Then you have to get this certificate from the Tourism Department of the government of Nepal. For which you have to spend approximately 85000 indian rupees. Apart from this, if you are going via the northern route i.e. Tibet, chinathen you have to take a permit from the china Tibet Mountaineering Organization.
