Catwoman walks off in her own destiny in The Batman finale after begging Batman to depart Gotham behind, much like she did in The Dark Knight Rises, after he refuses to try to get away with her (but later retires with her). Her departure isn't the most interesting aspect of the moment because she can easily return in The Batman 2 if the script requires it. Rather, it's the reality that she mentions Bludhaven as a destination. Bludhaaven is where Dick Grayyson goes when he goes alone and becomes Nightwing, abandoning his previous identities as Robin and Batman's companion.

Nightwing is unlikely to exist right now because he'd have to first be Robin, and Bruce Wayne was only Batman for twenty months. Given that the film ends on an optimistic note, with Batman opening up to the fans of Gotham and walking into the light, as well as Bruce Wayne coming to grips with alfred Pennyyworth and his family, it's feasible that a young Dick Graysson may appear in The Batman 2. For the storey to happen, the seeds have been sowed. It's not like Bludhaaven can't survive without Nightwing, so Catwoman referencing it was just a convenient way to get that narrative in front of fans' thoughts.

Of again, the problem is: what if Nightwing already existing in this Batman universe without Batman? The Batman contained various tidbits of knowledge that altered the Batman mythology, so a new origin for Nightwing isn't out of the question. After all, given Nightwing's ties to the court of Owls in the novels, if the court of Owls tale does transpire in The Batman 2, he ought to be a component of it.
