Why hasn't the Cauvery conflict been settled?

There are 11 lok sabha seats in karnataka that are impacted by the kaveri river, including the Hassan, Mandya, and Chamarajanagar seats. In the Cauvery dispute, the bjp was the first to sound the protest siren from Mandya. Out of these 11 seats, the JDS had won one in the previous elections while the bjp had taken 10, but congress threw off the entire system in the assembly elections. There are connections between the kaveri river and 18 tamil Nadu lok sabha constituencies. In the most recent elections, UPA had won with a landslide.
Three lok sabha seats in kerala and one in puducherry are also impacted by Kaveri. This issue is extremely sensitive for the bjp as well, senior journalist Gargi Parsai writes in the opinion section of the Deccan Herald. Parsai claims that bjp leaders in tamil Nadu oppose taking water from karnataka while bjp leaders in karnataka oppose providing water to tamil Nadu. Both states' opposition is the BJP.
