According to Y.S. jagan Mohan reddy, the chief minister of Andhra Pradesh, Visakhapatnam would soon serve as the state's executive capital. He made the news at the beginning of the port city's Global Investors Summit 2023, where he also mentioned that he will soon be moving to Visakhapatnam. This time, the chief minister stated unequivocally that Visakhapatnam will serve as the seat of government. On january 31, he made the announcement that Visakhapatnam will soon become the state capital at the curtain-raiser event in Delhi.

Later, at a different curtain-raiser in Bengaluru, Finance minister B. Rajendranath reddy had announced that the YSRCP government has chosen Visakhapatnam as the new capital of Andhra Pradesh. According to reports, he said the state wouldn't have three capitals. This led to rumours in political circles that the jagan Mohan Reddy-led administration had abandoned the idea of having three state capitals.

The decision of the previous tdp government to establish amaravati as the state capital was reversed on december 17, 2019, when jagan Mohan reddy announced in the state Legislature that three state capitals will be developed. The YSRCP government proposed amaravati as the legislative capital, Visakhapatnam as the administrative capital, and kurnool as the judicial capital. The high court judgement requiring the government to establish amaravati as the state capital and the farmers' protest in amaravati against the proposed relocation of the capital, however, had slowed the procedure down.
