People from india, China, Mexico, and the philippines face long waits for green cards because the U.S. government issues green cards under a country-based quota system. A senior official said that any change or restructuring of this system is possible only with the unanimous consent of the US Congress. A green card, officially known as a permanent resident card, is proof that immigrants to the united states have been granted permanent residency in the country. Douglas Rand, Senior Advisor to the director of the US Citizenship and Immigration services (USCIS) Division talks about the green card waiting period, the US government issues a total of 2,26,000 green cards per year to all countries of the world based on family preference. Similarly, the annual limit for employment-based green cards has been fixed at 1,40,000.
Beyond this, there is a restriction of issuing a maximum of 7 percent of the total number of green cards per country per year. This means that only 25,620 green cards will be issued to india on a family basis and employment basis per year. Douglas Rand said that this rule also applies to the countries of the world. Excessive green card application and a 7 percent annual restriction is the reason why the waiting period for green card applications for indians is continuously increasing.
