Recently, Pawan met the sarpanchs of the state at the janasena central office in Mangalagiri. On this occasion their problems were heard. He said that it is unconstitutional for the government to use the funds of the panchayats. Finally, the situation has come where the Sarpanchs have to come to the roads for funds. He mentioned the fact that the central government had said that the government was using the funds of the panchayats.
"There should be decentralization of power in the state. They are taking the money of the rural people. It is not right that even the village governance should be done from the CM's office. They are depriving the local bodies of their constitutional powers. Our state is still ruled by kings. The funds given by the Center should go directly to the Gram panchayat account. The matter of funds given to gram panchayats will be taken up by the central government," explained Pawan.
Pawan said that there is a need to study the panchayati Raj system implemented in the state of Kerala. The power of check should be with sarpanches. The volunteer system and the village secretariat system are said to be complementary institutions. He said that the volunteers and secretariat employees are workers of the ruling party.
