After the activation of 'Intelligent Traffic Management System' (ITMS) on Mumbai-Pune Expressway on July 19 last year, 17 lakh e-challans worth Rs 269.47 crore were issued for traffic violations, but till march 2025, the recovery was only 9 percent. Officials gave this information on Sunday.

8.89 percent of e-challans were paid

According to the documents of the officials, 1.51 lakh or 8.89 percent of e-challans were paid, which has yielded an amount of Rs 25.17 crore, which is 9.33 percent of the total amount to be paid. According to information received from an application filed under the Right to Information (RTI), the maharashtra government has paid Rs 57.94 crore to the ITMS operator for 8.84 lakh e-challans issued between July 19 and december 31 last year.

The maharashtra State Road Development Corporation (MSRTC) has implemented this project. The corporation has constructed this expressway in collaboration with the RTO and Highway police under the Public-Private Partnership (PPP) model. The state transport department has given a viability gap fund of Rs 45 crore from the Road Safety Fund for this project costing more than Rs 100 crore.

The corporation has constructed 40 iron structures and hundreds of CCTVs, including speed detection cameras, vehicle load detection sensors, weather sensors, a command and control room and auxiliary facility centers at several locations on the expressway as part of ITMS.

Provision for issuing e-challan

Officials said that there is a provision to issue e-challan for violation of 17 traffic rules, but the challans issued so far are related to driving faster than the prescribed limit, driving without seat belt, changing lanes, entering from the wrong side and using mobile while driving. According to transport department documents, out of the 17.07 lakh e-challans issued through the ITMS system between July 2024 and march 2025, the highest number of 2.81 lakh e-challans were issued in november 2024, followed by 2.66 lakh in december and 2.56 lakh in january this year.
