A county in western china is offering monetary incentives to couples who want to have a family,  the latest effort to boost birth rates in a country where the population is expected to fall in the coming years.

Families with three children in Linze county, Gansu province, will be eligible for a lump-sum payment of 5,000 yuan ($777)   when the third child is born, as well as   10,000 yuan every year until the child reaches the age of three, according to a WeChat post from the local administration this week. Smaller subsidies are available for families with one or two children,   and the local government has offered subsidies for schools and house purchases.

In July, Panzhihua, in Sichuan's southwestern region, became the country's first city to provide cash incentives to encourage births.  Authorities are taking more proactive attempts to stem the decline in birth rates,  including a surprising move in May to enable all couples to have a third child and pledging supporting measures to assist parents in raising children.
Linze's policy was implemented because the number of permanent residents in the area has decreased significantly, according to local health official Jia Yongming, who stated in a report by   Beijing Youth Daily that the number of permanent residents in the area has decreased by 22,000 since the previous census ten years ago.   The county administration wants to grow the population by 9% by 2030,  compared to 2020.
