Despite a global caution that the Taliban would indeed be evaluated by their deeds and that legitimacy would be connected to the conduct of women and minorities in Afghanistan, the Taliban released a list of deputy ministers on tuesday and did not identify any females. At a news conference in Kabul, Afghanistan's capital, Taliban spokesman Zabihullah Mujahid delivered the list of new names and to everyone's shock and surprise there is no list of women.

Mujahid justified the cabinet's growth, claiming that it included members of ethnic minorities including Hazaras. He also hinted at the possibility of women being included later. On september 7, the Taliban established an interim government for Afghanistan, led by a charter member, Mohammad Hassan Akhund, as they reclaimed control after twenty years.

They also put some Haqqani Organization officials in high-ranking posts. The next Afghan interior minister is Sirajuddin Haqqani, the son of the Haqqani Channel's creator. Due to his participation in suicide bombings and affiliations to al Qaeda, he is one of the FBI's most sought criminals. Haibatullah Akhundzada, the Taliban's secretive head, was named great leader, having last say over spiritual, political, and national security issues.
