The ap CID submitted the chargesheet in the state Skill Development Corporation-Siemens Project fraud on thursday at the acb special court. The principal defendants include Dr. K. Lakshminarayana, the former director of APSSDC, Siemens, Designtech, PVSP Skillar, and former minister K. Atchannaidu, as well as former MD and CEO of APSSDC Ghanta subba rao and telugu Desam head Chandrababu Naidu.
 
According to the chargesheet, Naidu was the mastermind behind the scheme to embezzle money intended for skill-development initiatives. As a result, "bypassing the cabinet and deviating from the existing rules," he and former minister Ganta Srinivasa Rao authorized the creation of the ap State Skill Development Corporation. "By designating Ganta subba rao as its MD and CEO as well as secretary to the ap government for the department controlling APSSDC, Naidu maintained complete control over APSSDC."
 

"Naidu issued orders approving the establishment of Siemens Skill Development Centres, with assistance from then-Minister Atchannaidu." The project's hyperbolically high estimate of `3,300 crore was approved. Both Naidu and Atchannaidu put on a show of government order, making it seem as though Siemens and Designtech would pay for 90% of the 3,300 crore project with grants-in-aid and the ap government would cover the remaining 10% of the expenses.
 
 "Naidu and Atchannaidu approved an MoU in defiance of such an order, stating that Siemens and Designtech were receiving a `371 crore grant from the government of andhra pradesh to establish skill development centers and that the technology partners were under no obligation to provide any funding for the project." "The Siemens and Designtech officials conspired with Naidu and Atchannaidu to siphon off a significant portion of the '371 crore."
 
 In addition, a GO was issued to Naidu and Atchannaidu saying that the project was projected to cost `3,300 crore, of which Siemens and Designtech would donate 90% as grant-in-aid and GoAP would provide 10% (~371 crore). The MoU's language was changed to make it appear as though Siemens and Designtech were receiving ~371 crores from GoAP/APSSDC to establish skill development centers.
 
 Suman Bose, the MD of SISW at the time, acted independently, according to independent investigations conducted by the central authorities and Siemens' global head office. These investigations included the director general of GST Intelligence in Pune, the IT wing in Mumbai, and the Siemens worldwide office. While suman Bose and Vikas Khanwilkar siphoned off monies worth over ~176.27 crore by issuing fictitious invoices through a network of shell businesses in lieu of genuine delivery of goods and services.
