A  report by the Centre for Global Development, said that the reality is catastrophically worse than the official figures of Covid-19 deaths in india, which are 4,00,000 by the end of june 2021 according to government data. The report which is titled as 'Three new estimates of India's all-cause excess mortality during the Covid-19 pandemic' says the the second pandemic wave in india is the "worst tragedy since 1947 Partition".

The Center for Global Development is a non-profit think-tank based in Washington. The reports is written by experts like former Chief Economic Advisor of india  Arvind Subramanian, Abhishek anand from Harvard university and Justin Sandefur from the think-tank itself. The report is based on serosurveys, official data and household data. The survey report points out underreporting of deaths in the country. It also acknowledges that there is uncertainty in the estimates. The actual deaths are in the range of 1 million to 6 million.


The crucial finding of the report is that the actual number of deaths due to pandemic is likely much greater than the official count regardless of the sources. The authors of the report said," Covid-19 death estimation with Statistical confidence may be elusive."

While the second wave is said to be more fatal, this report instead says that the first wave of pandemic in the county was spread out in time and space, but the in the second wave the surge of cases was sudden and concentrated. It says the failure of authorities to grasp the measure of tragedy during first wave "may have led to collective complacency which further led to horrors of second wave".
The report adds that the mortality rate was moderate in the first wave. But the Civil Registration System data suggests that upto 20 lakh people might have succumbed to the deadly pathogen in that period too.

The World health Organisation responded to the report and said that india needs to invest in vital statistics and Strong Civil registration in order to capture the excess mortality in every country, to prepare the health system for future tragedies and prevent further deaths.
