One teacher has been assigned to 20 kids from primary level classrooms in tamil Nadu government Schools under government Order No. 250 dated 29.02.64. There were 20 students in the class at the time. As of december 27, 1997, the current government Order No. 525, which had been in effect for 33 years, was altered to school Teacher Appointment, with one teacher for every 40 children.

After 1997, there was a decrease in teacher recruitment in government schools under the new government. As a result, for two to three classes, the same teacher was able to teach all topics. For most youngsters in primary school, learning directories begun to drop in basic abilities. A large number of children with learning difficulties were also placed on suspension. Affluent families have also begun enrolling their children in private schools. The decline in teacher recruitment led to a decrease in the number of children in government schools and a rise in the number of children in private schools.

Since 2009, one teacher has been appointed for every 30 pupils in primary schools and one teacher for every 35 students in secondary schools under the Right to education Act. Because public schools are exempt from the one-teacher-per-class and one-teacher-per-subject regulations, elementary and middle schools sometimes have the same instructor teaching all topics for two or three classes.

English medium units have been introduced in government primary schools since 2012 to help students improve their english language skills. However, no new english teachers have been assigned to the english medium to date. As a result, there is no possibility for public school students to improve their english language skills through english medium portions. The number of youngsters transferring from private english medium schools to public schools has not grown.
