1. David Coleman Headley: Headley is the primary mumbai attack conspirator. Headley had scouted the whole of mumbai prior to the assault. A comprehensive map of the city was developed by David prior to the mumbai attacks. He travelled to india multiple times using an American visa for this purpose. Salim Jilani, Headley's father, was a well-known Pakistani broadcaster. Headley is currently incarcerated in an American prison, where he is receiving a 35-year term. The American court has found Headley guilty in twelve instances of international terrorism.
The demand that Headley be turned over to the indian Investigation Agency in 2020 has already been rejected by America. At the time, the US government attorney argued in court that Headley could not be sent to india since he had acknowledged his guilt following the attack and had received a punishment from the court.
2. Tahawwur Hussain / Tahawwur Rana David Coleman Headley, the architect of the mumbai assault, is friends with Rana. Currently, American police are holding Rana. india had requested Rana's extradition in 2020, and the US lower court granted it in May 2023. Still, there are a lot of legal issues surrounding his extradition. Rana, 62, was involved in the mumbai assault conspiracy. He had laboured to get Headley to india so that he could deliver his word to the Pakistani militants.
3. Hafiz Saeed: Lashkar-e-Taiba was responsible for the entire mumbai attack strategy. The person in charge of this group is Hafiz Saeed. The very day after the attack, pakistan police detained Hafiz Saeed. Hafiz remains incarcerated. Three terrorism trials have resulted in Hafiz Saeed's conviction by a Pakistani court. Seven complaints against Hafiz Mohammad Saeed were filed in various Pakistani cities located in the punjab province. His pride is still intact in pakistan, though, thanks to the Pakistani army and its intelligence service. According to some analysts, Saeed is safest in jail.
