The chennai High court has ordered that those involved in water theft face criminal charges and that a policy be developed to ensure that everyone has access to water. A resident of Erode, U.S. Palanivel, had filed a lawsuit alleging that the Bhavani River and the Kalingarayan Canal in the Erode area had been illegally drained, that not everyone had equal access to water, and that the tamil Nadu government should order water distribution based on a decree issued in 1962 and 1967.

When the case was called for a hearing, Judge SM Subramaniam stated that the tamil Nadu government will perform a surprise examination to see if water was being taken unlawfully, and if so, the pipes would be removed and the power would be turned off. Many of the demands made by the Kalingarayan Canal Irrigation Farmers' Association have not been met.

The judge denied the petitioner's plea, stating that the government had decided to give water first to the lands within the registered irrigation area. At the same time, he has ordered that anyone who unlawfully removes water is prosecuted because it is a valuable resource. In the directive, he underlined that formal complaints would only be filed if the police filed a case against the water thieves without the public works department or the water resources department taking any action.
