Taking a historic initiative towards giving new heights to maritime security and cooperation in the Indo-Pacific region, the Quad countries India, America, japan and australia have started a joint maritime surveillance mission for the first time. It has been named "Quad at sea Ship Observer Mission". Under this mission, two officers each from all four countries, including women, have left for guam aboard the US warship USCGC Stratton. The Defense Ministry has described it as a historic step under the Wilmington Declaration.
Quad's mission increased under the Wilmington Declaration
This mission was mentioned in the Wilmington Declaration adopted by the Quad leaders in september 2024. It is a collective effort of the Quad towards strengthening a free, open, inclusive and rule-based maritime system in the Indo-Pacific region. The initiative aims to promote interoperability, maritime domain awareness and operational coordination.
Partnership of maritime agencies of the four countries for the first time
This mission is the first joint operation of its kind between the indian Coast Guard (ICG), japan Coast Guard (JCG), US Coast Guard (USCG) and Australian Border Force (ABF). India's active participation in this strengthens the principle of 'SAGAR' i.e. "Security and Growth for All in the Region" and the Indo-Pacific Ocean Initiative (IPOI).
Emphasis on regional partnerships and trust building
This joint mission further articulates India's commitment to capacity building, humanitarian relief, and promoting a rules-based maritime order in the Indo-Pacific. The 'Quad at Sea' mission not only strengthens coordination between the coast guard forces, but also deepens trust and operational synergy in the Indo-Pacific region.
