Maggie takes the difficult decision not to join The Commonwealth of The Walking Dead - but why, and how does Daryl factor into her decision? When Lance Hornsby arrived in Alexandria previously in The Walking Dead season 11, he offered the Commonwealth's resources to help rebuild, providing temporary shelter for those without homes and an invitation to relocate permanently if they so desired. 

However, following Season 10's catastrophic Whisperer attack, Maggie Rhee retreated to her former village of Hilltop and began reconstruction... but no matter how high she constructs Hilltop's walls, her Commonwealth mistrust can be seen for miles around. pamela Milton finally accompanies Lance on a visit to Alexandria in The Walking Dead season 11's "The Lucky Ones." Aaron is already sold on the concept of forming an alliance, but Oceanside's participation is contingent on Maggie's Hilltop's agreement.

Pamela makes her presentation first, clearly impressing Maggie with her superior political acumen. Lance then goes for the hard sell, emphasising the Commonwealth's numerous benefits to young Hershel. Finally, Maggie is persuaded by Mercer's seamless militaristic zombie-culling that merging Hilltop with the Commonwealth is the best decision. "We need this," Dianne pleads, and Maggie responds, "I know," as if determined to reach an accord. Maggie, on the other hand, surprises everyone by declining pamela Milton at the last moment.
