The university Grants Commission has said that the move has been taken in the interest of students considering the difficulties in getting Ph.D. Even so, the decision will seriously affect the employment of tens of thousands of people who thought that they could join the post of assistant professor because of their doctorate.

At the same time as per the guidelines No. 3.3.1 of the university Grants Commission for the appointment of professors, PhD holders are exempted from qualifying examinations. It is argued that the continuation of this rule would allow direct appointment of PhD holders. Is this correct? UGC should clarify that.

Tamil Nadu State Eligibility Test (TNSET) for the post of Assistant professor was last conducted by kodaikanal Mother Teresa university in tamil Nadu in 2018. Since then no qualifying examination has been conducted for the last five years. So, except for a few who have written the National Eligibility Test in the last five years, no one would have qualified for the post of Assistant Professor. Soon more than five thousand assistant professors will be selected for government colleges in tamil Nadu. A notice to that effect may be issued at any time; Through it, many PhD holders were thinking that they can go to the post of Assistant professor in tamil Nadu government Colleges. The decision of the university Grants Committee that a PhD is not a qualification... success in the qualifying examination is a qualification is a disaster for them.

Candidates with Ph.D are eligible for the post of Assistant professor upto 30th june 2023; Ineligibility after July 1st cannot be justified in any way. No one knows when the next qualifying exam will be held in tamil Nadu; It is not known how many attempts can be successful. So, those who earned their doctorate and were eligible for the post of assistant professor till last month, will have to fight for up to five years to get that eligibility again. It can cause unimaginable setbacks in their lives.

Temporary relief should be given to disqualified PhDs by the decision of the university Grants Committee. Candidates with Ph.D. up to june 2023 are eligible for the post of Assistant Professor; After July 2023, the university Grants Commission should announce that PhD holders can become Assistant Professors only after writing the qualifying examination. There are precedents of such announcements in the past when merit tests were introduced. The tamil Nadu government should emphasize this demand to the central government and the university Grants Commission. That is social justice.

Apart from that, the tamil Nadu State Eligibility Test should be conducted at least twice a year in future. When the national level qualifying examination is conducted twice a year, only if the state level qualifying examination is conducted at least twice a year, the students of tamil Nadu will get equal opportunity and social justice.

In tamil Nadu, the qualifying exams are now conducted through state universities. There have been various allegations regarding the manner in which the elections were conducted. In order to remove such allegations, the tamil Nadu government should establish a new system to conduct the tamil Nadu State Eligibility Test like the National Examination Agency conducts the National Eligibility Tests.
