The state administration has agreed to impose a 33% horizontal reservation for women in direct recruitment to various positions. The government recently issued an order directing the telangana State Public service Commission (TSPSC), departments of secretariat, and department heads to implement horizontal reservation for women in all categories in direct recruitment to positions for which men and women are equally qualified.

The heads have been directed to apply this in all current recruitments without allocating any roster points to women by the supreme Court's ruling. The move follows the High Court's interim rulings in numerous cases involving the enforcement of the horizontal reservation for women. Regarding the vertical reservation regulation, reserved category candidates can compete for non-reserved employment based on merit. This will not affect their quota in the relevant category.

In the event of horizontal reservation, quotas within each category will be filled based on merit, and the number of women in each category will then be established. If the number is less than 33%, horizontal reservation will be implemented, and the required number of women will be picked by eliminating the corresponding number of applicants from the bottom of the list for a category.

For example, with horizontal reservation, bc quotas will be filled in order of merit. The number of women is then calculated from among all of the contenders. If the number is equal to or more than 33%, there will be no further selection in the bc category. However, if there is a deficit of women after filling out the order of merit, a sufficient number of women will be picked by removing the equivalent number of applicants from the bottom of the list about the bc category.
