For decades, national politics has pretended that welfare revolutions begin in Delhi.
But the historical record tells a very different story — one that points straight to tamil Nadu, and specifically DMK governments, as the laboratory where India’s biggest social reforms were tested, refined, and proven long before the Union adopted them.
