According to CBR, Thunderbolts*' post-credits scene on the set of Avengers: Doomsday was directed by Joe and Anthony Russo, who also helmed Avengers: Secret Wars. This comes after Thunderbolts* was released globally.  Production on Avengers: Doomsday began in the UK just a few weeks prior to the release of Thunderbolts*.  Thus, it seems likely that the post-credits scene was filmed just two weeks prior to Thunderbolts* opening in theaters. 

An established MCU tradition is followed by the Russo Bros.' inclusion of the Fantastic Four tease from Avengers: Doomsday in Thunderbolts*.  Ant-Man's post-credits tease, which is a sequence from Captain America: Civil War, was directed by Joe and Anthony Russo.  Thunderbolts*' tease might be a moment straight out of Avengers: Doomsday, much like Ant-Man's credits scene.

Although the post-credits scene of Thunderbolts* aligns with the events of Jake Schreier's Phase 5 film, Joe and Anthony Russo must be aware of the precise ways in which the New Avengers will develop as a unit throughout Avengers: Doomsday and Avengers: Secret Wars.  After all, rather than playing the lead in a Thunderbolts* sequel, the new squad will work alongside sam Wilson's Avengers.  The X-Men, the Fantastic Four, the Wakandans, and other well-known MCU characters will also join forces with the New Avengers.
