Previously in the year 1967, shimla parliamentary constituency of himachal pradesh became the fourth seat of the state. Earlier this was Mandi-Mahasu lok sabha seat. In the second election it was made Mahasu. Former chief minister Virbhadra Singh had won the elections in 1962 by contesting from Mahasu seat. Mahasu seat came into existence in the year 1967 as Shimla. Since then till now this seat is reserved for Scheduled Castes.

Meanwhile in the year 1977, Balak ram Bharatiya Lok Dal, in the year 1980, year 1984, year 1990, year 1991, year 1996 and year 1998 krishna Dutt Sultanpuri (Congress), in the year 1999 Dhaniram Shandil (Himachal Vikas Congress), in the year 2004 Dhaniram Shandil ( Congress), Virendra Kashyap (BJP) in 2009 and 2014 and suresh Kashyap (BJP) in 2019 became MPs from this seat. 26.51 percent of the total population of shimla parliamentary constituency belongs to Scheduled Caste.

Moreover there are 17 assembly constituencies under shimla parliamentary constituency. These include Arki, Nalagarh, Doon, Solan, Kasauli, Pachhad, Nahan, Srirenuka Ji, Paonta Sahib, Shillai, Chaupal, Theog, Kasumpti, shimla Urban, shimla Rural, Jubbal Kotkhai and Rohru assembly constituencies. At present, out of 17 assembly constituencies, congress has MLAs in 13 assembly constituencies, while bjp has won three seats and an independent mla has won one seat.
