CEPA Talks: India-Canada Strategic Relations Set for Reset as PM Modi Meets Mark Carney
Mark Carney has arrived in india on a four-day visit, landing first in mumbai before heading to New delhi for high-level engagements.
Carney is scheduled to hold bilateral talks with narendra Modi, with discussions aimed at restoring momentum in India-Canada relations.
The visit comes at a crucial time as both nations attempt to reset diplomatic ties that deteriorated sharply in 2023.
A major focus of the talks will be advancing negotiations on the Comprehensive Economic Partnership Agreement (CEPA).
Officials expect progress toward a clear roadmap to finalize CEPA, which has been under discussion since 2010.
Both sides are also likely to explore agreements in critical minerals, clean energy cooperation, and supply chain resilience.

The diplomatic thaw follows tensions triggered during the tenure of former Canadian prime minister Justin Trudeau.
In 2023, relations hit a low point after Trudeau alleged India’s involvement in the killing of Khalistani separatist Hardeep Singh Nijjar in Canada.
The fallout led to strained diplomatic engagement and the withdrawal of senior envoys from both sides.
After assuming office, Carney initiated steps to rebuild trust, including restoring High Commissioners and reopening formal dialogue channels.
PM Modi and Carney also met previously on the sidelines of the G7 Summit in canada, where both leaders agreed to move forward on trade and strategic cooperation.
Security concerns will remain a key agenda item, particularly India’s demand for stronger action against Khalistani extremist elements operating from Canadian soil.
Ahead of his india visit, Carney’s government initiated the process to revoke the Canadian citizenship of Tahawwur Rana, accused in the 26/11 mumbai terror attacks, signaling seriousness on security cooperation.
CEPA holds significant economic value for both nations, with a shared target of boosting bilateral trade to $50 billion by 2030.
The agreement is expected to reduce tariffs on indian exports such as pharmaceuticals, textiles, and artificial jewelry.
In return, canada would gain improved access to India’s vast market for agricultural products, particularly pulses.
With global uncertainties rising, including tensions in West Asia, both leaders are expected to emphasize stability, economic resilience, and strategic alignment in their renewed partnership.
