The new directive from the Centre is a follow-up to the Union health Ministry's May 6 recommendation, in which it requested that states/UTs give Covid immunisation to groups such as beggars, nomads, and those living in rehabilitation centres. The Centre has encouraged state governments and Union Territories to make vaccination of destitute and vagrants a priority, as they may not have access to self-registration or money for their vaccinations. The covid-19 vaccination registration is mostly done digitally.
The health ministry also released SOPs for immunisation of those who do not have the required identification cards.

The Centre has asked the states/UTs to direct their respective Departments of Social Justice and Empowerment and health to collaborate to help destitute, beggars, and vagabonds get vaccinated. Concerned state government departments have been urged to enlist the assistance of non-governmental organisations (NGOs/CSOs) and civic-minded people in this endeavour.

In india, the government has proposed special immunisation programmes for the elderly and pregnant women. A special vaccination session for this group of persons has also been recommended by the government. india has given out a total of 46,15,18,479 doses of Covid vaccination so far. 52,99,036 dosages were given out on Friday.
