On february 18, 2019 itself, the bihar Legislature had passed a proposal to conduct caste based census (survey)

in the state. After passing the proposal, on june 2, 2022, the bihar Council of Ministers decided to conduct caste-

based census. This census was to be conducted in two phases. In the first phase, the enumeration was to be done

through houses. Under which, from january 7 to january 31, 2023, houses in all the districts of the state were

numbered and a list was prepared.

After this comes the turn of the second phase. In this phase of the census, the work of counting all the people

living in bihar was started from 15 april 2023. In which different responsibilities were assigned to district level

officials. After the completion of the calculation work, all the data was prepared and submitted through the

mobile app on august 5, 2023.


When did the demand for conducting census arise?

Lok Sabha elections are going to be held next year i.e. in 2024. Before this election, the issue of caste census has

been much discussed. First of all, on april 16, Kharge had written a letter to the central government demanding

a census. Many opposition parties including AAP, DMK, ncp came in support of this demand of congress and

gradually this issue of caste census became a big issue for the opposition parties to corner BJP. Even on

September 6, sonia gandhi had written a letter demanding to discuss the caste census in a special session. Rahul

Gandhi has also demanded several times to make the 2011 caste census data public and to give reservation to

backward classes, Dalits and tribals according to their population.
