Relief for Basic Savings Account Holders
The government of india has clarified that there is no penalty for maintaining a zero balance in accounts opened under the Pradhan Mantri Jan Dhan Yojana (PMJDY) and Basic Savings bank Deposit Account (BSBDA). These accounts are designed to promote financial inclusion and ensure that every citizen has access to basic banking services without financial burden.
Zero Balance Facility
Officials explained that both Jan Dhan accounts and BSBDA accounts are zero-balance accounts, meaning customers are not required to maintain any minimum balance. Banks are not allowed to impose penalties or charges if the account balance falls below a certain limit.
The clarification aims to reassure millions of account holders who may be concerned about possible charges for low balances.
Promoting Financial Inclusion
The Pradhan Mantri Jan Dhan Yojana, launched by prime minister Narendra Modi in 2014, is one of the world’s largest financial inclusion initiatives. The scheme was introduced to provide banking access to people who previously did not have bank accounts, particularly those in rural and economically weaker sections.
Under the scheme, beneficiaries receive access to banking facilities such as savings accounts, debit cards, direct benefit transfers, and insurance coverage.

A Basic Savings bank Deposit Account also offers essential banking services with minimal requirements. These accounts allow customers to deposit and withdraw money, access ATM services, and perform basic banking transactions without needing to maintain a minimum balance.
However, there may be certain limits on the number of free transactions per month depending on the bank’s policy.
