What Is DA and Why It Changes

Dearness Allowance (DA) is a cost-of-living adjustment given to government employees and pensioners to offset inflation. It is revised twice a year based on changes in the Consumer Price Index (CPI).

Why the Hike Is Only Around 2%

The latest revision shows a modest increase of about 2%, which may seem small compared to earlier hikes. The main reason is slower inflation growth in the calculation period.

DA is calculated using a formula linked to the All india Consumer Price Index for Industrial workers (CPI-IW). When inflation rises slowly, DA increments are also smaller.

How the Calculation Works

The DA percentage is derived from an average CPI-IW value over a 12-month period. The formula used by the government:

DA % = (12-month average CPI-IW – base index) ÷ base index × 100

So, even small changes in inflation data can impact the final DA percentage.

Why Earlier Hikes Were Higher

In previous years, DA increases were larger (sometimes 3%–4% or more) because:

  • Inflation was higher
  • Fuel and food prices rose sharply
  • CPI index showed stronger upward movement

Impact on Salaries and Pension

Even a 2% increase still benefits employees and pensioners:

  • Slight rise in monthly take-home salary
  • Increased pension payouts
  • Higher arrears if applicable from revision date

However, the actual benefit varies based on basic pay level.
