bihar will introduce Android mobile-based electronic voting for municipal by-elections for the positions of ward councillor and deputy chief councillor in Buxar nagar Parishad, marking a first for India. Two mobile applications, "e-Voting SECBHR" developed by the Centre for Development of Advanced Computing (C-DAC) and another app made by the bihar State election Commission, will be used to conduct the complete e-voting procedure as part of the pilot project.

What is e-Voting?
While the Face Recognition System (FRS), Optical Character Recognition (OCR) for vote counting, and wallet PLATFORM' target='_blank' title='digital-Latest Updates, Photos, Videos are a click away, CLICK NOW'>digital locks for EVM strongrooms are also being used in tandem to improve the polling process, the e-voting system includes an audit trail that is comparable to the Voter Verifiable Paper Audit Trail (VVPAT) system used in Electronic Voting Machines (EVMs). Features like a blockchain platform are part of the system.
 
State election Commissioner deepak Prasad stated in an interview with Akashvani news a few days ago that 10,000 voters have registered to vote electronically and that 50,000 voters will be able to exercise their right to vote electronically without going to polling places.

Only Estonia, a european nation, has implemented electronic voting, according to the state election commissioner.

Why has e-voting been undertaken?
Voters who encounter difficulties getting to voting places are the primary reason for using this procedure.  By making voting easier and more accessible, it is probably going to increase voter turnout.

About the Buxar nagar Parishad election
E-voting registration was available until june 22, 2025.  DM vidya Nand Singh stated that all arrangements have been made for a transparent procedure, according to a Times of india story.  136 voting places have been installed by the administration.  On the day of the election, the electronic voting window will be open from 7 a.m. to 1 p.m.  On june 30, the votes will be counted.
 
"Security and secrecy are guaranteed by the mobile app created for this project.  To preserve the integrity and confidentiality of the election, electronic votes will be encrypted and locked right away. They won't be decoded till the official counting procedure is complete," Singh told TOI.
