Reports added the Center gives the right to appoint

from the chairman to the members of bodies like delhi service Bill Authority, Board and Commission.

According to the bill, if any authority is constituted through a parliamentary law, then its chairman and members will be

appointed by the President. On the other hand, if it is from the delhi Legislative Assembly, then the National capital Civil

Service Authority will recommend the appointment of its Speaker and members, on the basis of which the Lieutenant

Governor will make these appointments.


As per report delhi Chief minister arvind kejriwal has been opposing this bill since the beginning, he alleges that through this an

attempt is being made to limit the delhi government. According to the way the National capital delhi Civil Services

Authority (NCCSA) has been constituted, once the Bill becomes law, the power of the delhi government will be severely

limited. Apart from this, all decisions related to transfer and posting of officers in the capital will be taken by the

Lieutenant Governor.

The Bill also does away with the provision that mandates the National capital Civil services Authority (NCCSA) to submit

an annual report to the Center and the delhi government, which has been tabled in parliament and the delhi Assembly.

The move has been labeled by AAP leaders as "abrogation of accountability". An official told that after the

implementation of the delhi services Bill, 2023, the administrative machinery of the delhi government is likely to be

streamlined as it will bring clarity on the issue of control of services in the capital.

Center will get more power

Section 45D has been amended in the delhi service Bill. Section 45D deals with the appointment of chairpersons and

members of various authorities, boards, commissions and other bodies in Delhi.
