Government Issues Notice Under IT Act

The Ministry of Information and Broadcasting (MIB) has formally issued a notice to Telegram under provisions of the Information technology Act, 2000, directing the platform to act against piracy content on its network. This action follows numerous complaints from creators, film producers and major OTT streaming services alleging piracy of their copyrighted content.

Under the law, platforms that qualify as intermediaries must promptly take down or disable access to unlawful content once notified by authorities, failing which they could lose legal protections normally granted to intermediaries.

Over 3,100 Channels Identified

Government officials have reportedly identified 3,142 Telegram channels that were allegedly involved in distributing pirated films, web series and copyrighted material without authorization. Telegram has been asked to remove or disable access to these channels within a short compliance window — reportedly as soon as three hours after receiving the official notice.

These channels were found to be sharing unauthorised copies of content from popular streaming platforms including amazon Prime Video, JioCinema and others, affecting rights holders’ ability to monetise their work.

Why Telegram Is a Target

Telegram’s features — such as large file‑sharing limits, encryption and the ability for users to create large public channels — have made it attractive for legal use but also useful for the unauthorised distribution of copyrighted content. Rights holders have long complained that these features facilitate piracy because content can be shared widely and quickly, often anonymously.

Globally, Telegram has faced scrutiny for similar issues, including cases where courts and rights bodies have sought action against pirated materials hosted via its channels — though enforcement has varied by jurisdiction.
