Unions cannot litigate on behalf of employees against a government order on work-related problems, according to the High Court. Grama Niladhari Alu is a tamil Nadu land surveyor. In the year 2020, the tamil Nadu government issued an order allowing workers to carry out their duties. On behalf of the tamil Nadu Surveyors Central Association, a case was brought at the High Court. It was urged in it that the relevant law be repealed since it is prohibited to employ village administration employees who lack technical expertise when there are land surveyors who are capable of carrying out land surveying work.

Judge T. Krishnakumar presided over the hearing. At the time, Attorney General R. Shanmugasundaram was in office, and the minimum educational requirement for both Surveyor and Grama Niladhari was 10th grade. Grama Niladharis are also given technical training in order to engage in land surveying activities. The Grama Niladharis have been given permission to carry out the land survey work as soon as feasible after 6.40 lakh petitions were filed online requesting the submission of the Patta with the subdivision of the survey numbers. He further claimed that the government had no standing to litigate on behalf of the Surveyors' Association to overturn the order.
