Subhash and Ranveer Bijarani, two brothers from rajasthan, are accused of defrauding over 70,000 individuals out of Rs 2,676 crore, along with their partners. The two Sikar district brothers allegedly deceived investors by offering plots of land in Gujarat's "Dholera Smart City" and larger profits when they founded a firm named Nexa Evergreen. Additionally, they deceived investors by displaying images of several Dholera city projects.
 
Along with regular income, commissions, and incentives for recommending people, the system offered incentives like laptops, bikes, and vehicles for reaching specific investment milestones, as well as percentages that varied with the level. Additionally, they offered investors higher commissions in exchange for bringing on other investors using their special IDs.

'Dholera Smart City Scam'
In 2014, Ranveer Bijarani made his first land purchase in Dholera.  After retiring from the Army, Subhash used the Rs 30 lakh he received to purchase a piece of land.
 
After that, in 2021, the two brothers established Nexa Evergreen and registered it in Ahmedabad.
 
As part of the 'Dholera Smart City' project, the business claimed to have 1,300 bighas (a traditional indian unit of land measurement) of land that will be transformed into a world-class city.
 
With the promise of enormous gains, more than 70,000 people were enticed with apartments, plots, and investment programs.
 
The total amount raised from investors nationwide was around Rs 2,676 crore.  

Additionally, they selected their top officials, such as Ompal, Sanwarmal, Rakshapal, Datar Singh, Sameer, and Salim Khan.  They obtained thousands of Rajasthani agents through them, who were paid enormous commissions.
 
 A commission of almost Rs 1,500 crores was disbursed.
 
Then they used the money from the scam to buy 1,300 bighas of land.
 
Later, they purchased expensive automobiles, hotels, and mines in rajasthan, apartments in ahmedabad, and twenty-five resorts in Goa. They transferred the remaining funds to 27 sham firms after taking Rs 250 crore in cash.
 
They closed all of their offices and ran away following the alleged scam.
 
Then, the jodhpur police in rajasthan opened an investigation and filed a fraud complaint.

The Enforcement Directorate searched 25 premises in Jaipur, Sikar, Jhunjhunu, and ahmedabad on thursday as part of a money laundering probe into the Nexa Evergreen scam.
 
The Actual Smart City Initiative in Dholera

Gujarat and the Center are working together on the Dholera Smart City project. The first greenfield smart city in India, it is twice as large as delhi (920 square kilometers). Multinational corporations' offices and an international airport are being constructed. By 2042, it is anticipated to be developed.
