While foreign colleges have been hesitant to build branches in India, Italian and French higher education institutions are increasingly eager to do so. Union Finance minister Nirmala Sitharaman said in the recent Budget that, in accordance with the National education Policy, initiatives would be taken to create branches of world-class education facilities in India. He had declared that the international Financial technology City (GIFT), which would be built in Gujarat, would provide space and facilities for quality higher education institutes abroad, allowing indian students to receive Indian-standard education.

International higher education institutions, on the other hand, were uninterested in the proposal. Last year, a research institute that focuses on educational programmes did a study on world-class universities. According to a survey of 43 institutions from 11 nations, including the United States, Canada, Australia, and the United Kingdom, none of them were interested in establishing branches in India. The cause for the students' hesitation was shown to be their mood, the tuition ceiling, and the government's persecution.

The central government had promised that if the international education Centers opened branches at the 'Gift' Center to be built in Gujarat, the government would offer them with all of the required assistance, including numerous incentives, subject to one-stop approval.
