Opposition leader Tejashwi Yadav had raised questions on crime in bihar and NCRB report. Now on Monday, JDU spokesperson Rajiv Ranjan, while answering his questions, said that the opposition calls small issues big. Rajiv Ranjan said on the NCRB report that the basis of the indian Judicial Code and the crime graph in different states have been discussed while comparing it with Bihar.

Crime rate in bihar is 277.1 crimes per lakh

He has answered the questions being raised by the leader of the opposition party on crime in Bihar. Rajiv Ranjan said that according to the NCRB report of 2022, the crime rate in bihar is 277.1 crimes per lakh population, which is much better than the national average of 422.2.

There are 16 such small and big states and union territories including Kerala, tamil Nadu, Delhi, Chhattisgarh, Rajasthan, Odisha, Andhra Pradesh, where the crime rate is much higher than Bihar. (The figures are given in Table-1. If you do not consider liquor ban in bihar as a crime, then bihar is better than many major states in terms of improving crime during the last decade. For example, according to NCRB, the IPC crime rate in bihar in the year 2013 was 166.3 crimes per one lakh population, which has increased marginally to 168.1 in 2022.

During the same period, the national average increased from 215.5 to 258.1. Similarly, there are 17 other states where the IPC crime rate is much higher than Bihar. (The list is in Table-2). According to the latest report (2022) of NCRB, the increase in bihar crime figures that is claimed, that increase has not happened in IPC but only in SLL.

And the liquor ban law has been implemented under the same SLL. Meaning, if you separate the criminal cases registered under the liquor ban law in bihar, then the increase in crime in bihar is only 1.8 crimes per one lakh population. bihar has a population of 1.5 lakhs whereas the national average is much higher than bihar in other states of the country. There is no question of crime increasing in bihar and a living example of this is the data of the india Justice Report published recently. Bihar's rank has improved in all parameters and in some parameters bihar is in the first place. (The complete list of rankings is given in Table-3)

bihar spends Rs 20530 on training of each police and is in the first place whereas Madhya Pradesh, which is in the second place, spends only Rs 15235 on training of one police, while West bengal spends only Rs 125. Similarly, bihar is in the first place in the case of women police as well. Our model of development with justice is not limited to women only. In bihar police, 143% of the posts that should be reserved for OBCs are occupied by OBC candidates and 102.9% of sc police personnel are occupied.
