Let the KAS appointment policy also come to PSI..!?

In the case of the police sub-inspector, the senior advocate of the aspirants said that the same rules should be followed in the case of police sub-inspector that the state government has implemented a new act in 2022 to enable the selection of the candidates, the recruitment process which was withdrawn in the wake of irregularities in the recruitment of gazetted probationary posts (KAS) held in 2011. Rajagopal presented a strong argument before the High Court. Senior advocate of the aspirants P. S. said that the recruitment process which was withdrawn in 2011 after irregularities were found in the appointment of gazetted probationary posts (KAS) by the state government in 2022 by implementing a new act to enable the selection of candidates should be followed in the case of police sub-inspector. Rajagopal presented a powerful argument before the High Court.

More than 100 candidates who were on the selection list have applied to the high court demanding that the order issued by the government on 29 A. 2022 to conduct a new written examination in the wake of the illegal recruitment of PSI should be canceled and the government should be ordered to issue a recruitment order separately as tainted and untainted candidates.

Before the division bench headed by Justice G. Narender, who heard the petition, senior advocate P.S. Rajagopal, there was malpractice in the appointment held in 2011. The state government had withdrawn the entire process on october 15, 2013, based on the interim report issued by the CID. But in 2022, their selection has been enabled by the enactment of the karnataka Civil services (Validity of Selection and Recruitment of Gazetted Probationers of 2011 Batch) Act. He said that the same rule should be followed in the case of PSI recruitment.

Out of 54,103 candidates who appeared for the PSI recruitment written test, 545 were selected in the provisional selection list. The OMR sheet of only 5 candidates was verified. Out of which four OMR sheets were found to be tampered with. It was alleged that the invigilators and administrative staff at the examination center of Gnanajyoti english School in Kalaburagi had helped the candidates to conduct the examination illegally. However, the written examination was conducted in hundreds of examination centers across the state and there was no illegality in all the centres. He said that even though there are no documents to prove that the entire recruitment process is completely illegal, it is not fair for the government to order the cancellation of the examination on A.29, 2022.

Also, by the time the government issued the order, the recruitment process of spotless candidates had reached its final stage. Only 171 shortlisted candidates were pending appointment orders. In the meantime, the government has ordered the cancellation of the written examination itself as non-judgmental, illegal, unconstitutional, and illogical. He explained to the bench that despite the lapse of 15 months, there was no valid reason or document with the state government for canceling the written examination.

Out of 545 selected candidates, 53 have been charged. 52 of them were given a show-cause notice on 6th august 2022 and debarred on 20th june 2023. Except for the 53 accused, there are no charges against the rest. Therefore, he demanded that the untouchables should be protected by applying the karnataka Civil services Act to them.
