Survey Progress and Timeline


Karnataka cm Siddaramaiah stated that technical issues affecting the Social and Educational survey (“caste census”) have “almost been sorted out.”


The survey will proceed in a full-fledged manner from september 26.


Work began on september 22 and is scheduled to conclude by october 7, with no extension planned.


The survey targets 1.43 crore families across the state, covering about 7 crore people.



Technical Issues and Resolutions


Initial progress slowed due to technical glitches, server issues, OTP generation failures, and network disruptions.


Only 2–4% daily survey progress was achieved earlier; cm instructed a minimum of 10% daily progress.


DCs report over 90% of technical issues resolvedremaining issues expected to be addressed imminently.


Officials are directed to hold daily review meetings and coordinate closely with regional commissioners, secretaries, and district ministers.



Administrative Oversight


CM chaired a video conference with ministers, senior officials, backward classes Commission Chairman Madhusudan R Naik, DCs, and Zilla panchayat CEOs.


DCs and CEOs were instructed to take the survey “very seriously” and expedite the process.


Enumerators, primarily government school teachers, visit households door-to-door for data collection.



Legal and Confidentiality Measures


Karnataka high court declined to halt the survey but directed that:


Data confidentiality must be maintained.


Participation by citizens remains voluntary.



CM assured compliance with all court conditions.


Enumerator Participation and Remuneration


Officials acknowledged some misconceptions regarding resistance among teachers.


CM clarified that no organized resistance exists; legal action is possible if anyone obstructs the survey.


Around 1.75 lakh enumerators are involved; remuneration will be ensured.



Survey Design and Reporting


Conducted by the karnataka State Commission for Backward Classes.


Estimated cost: Rs 420 crore.


Questionnaire: 60 questions, conducted scientifically.


Report expected to be submitted to the government by december 2025.
