Supreme court Takes Strict Action on Delhi-NCR pollution, Seeks Reports on Stubble Burning


Supreme Court’s Tough Stance:


The supreme court expressed serious concern over the rising air pollution levels in Delhi-NCR.


The bench emphasized the need for immediate, visible action rather than paperwork.


Reports Sought from States:


Detailed reports were requested from punjab and haryana regarding measures taken to curb stubble burning.


Both states were warned to respond promptly to prevent further deterioration of air quality.

Hearing conducted by Chief Justice B.R. Gavai and Justices K. Vinod Chandran and N.V. Anjaria.


Next hearing scheduled for november 17.


GRAP Implementation:


Senior advocate Gopal Sankaranarayanan highlighted that GRAP-III is currently in effect.


Suggested that GRAP-IV should be activated considering the severity of pollution.


Impact on Delhi-NCR Air:

Amicus Curiae aparajita Singh informed the court about large-scale stubble burning in punjab and Haryana.


Cited nasa satellite images showing smoke worsening air quality in Delhi-NCR.


Highlighted blatant non-compliance with previous supreme court orders.


Monitoring System Concerns:


Court sought an affidavit from the Commission for air Quality Management (CAQM) regarding actions taken to control pollution.


Observed that monitoring stations are largely non-functional, hindering GRAP implementation.


On Diwali, only 9 out of 37 monitoring stations were operational.


Court’s Warning and Advice:


Emphasized that pollution control requires pre-emptive measures, not reactive steps.


Urged state governments and CAQM to coordinate and take concrete action on the ground.


Warned that failure to act could further worsen air quality in the region.
