How much is 'out of pocket expenditure' in states?

The percentage of 'out of pocket expenditure' on health services shows how much people in a state are spending out of their pockets. OOPE has decreased in almost all the states between 2019-20 and 2021-22. Uttar Pradesh has the highest OOPE, while karnataka has the lowest. Kerala, West bengal, punjab and andhra pradesh also have a relatively high percentage of OOPE. While Assam, chhattisgarh and uttarakhand have the lowest percentage of OOPE.

High OOPE in states like Uttar Pradesh, Kerala, West bengal and punjab means that people in these states have to spend more out of their pockets for treatment. Low OOPE in states like karnataka, Assam, chhattisgarh and Uttarakhand means that people in these states have to spend less out of their pockets for treatment.

Jammu and kashmir has seen the biggest reduction in OOPE between 2019-20 and 2021-22. There was no change in OOPE in madhya pradesh between 2019-20 and 2020-21.

How much did the government expenditure increase?

According to NHA data, between 2014-15 and 2021-22, the government has increased its expenditure on health from 1.13% to 1.84% in comparison to GDP. The share of expenditure on health in total expenditure has also increased from 3.94% to 6.12%. During the same period, health expenditure per person has increased from Rs 1108 to Rs 3169, i.e. it has increased three times.

The report claims that the condition of government hospitals is improving and people are getting treatment easily. The Covid-19 pandemic has also forced the government to pay more attention to health.
