
What is a 'Special State,' and why is bihar not one?

In bihar, the call for special status has begun to gain traction after five years. This is what the Nitish government has asked from the Centre following the caste census. The government said that the Center will receive another letter for this. The bihar government last corresponded with the Center on special state status in a letter in 2017.
The first time nitish kumar requested special state status for bihar from the Center was in 2010. For this, JDU has also started a campaign. The then-central government had established a committee, led by economist raghuram Rajan, in response to the surge in demand. The committee was unable to proceed with the status of the special state after submitting its report to the Center in 2013.
Experts view Nitish Kumar's demand as political as well. The goal is to address this demand prior to the election. As assembly elections were scheduled in bihar in 2010, nitish kumar actually brought up this topic for the first time. Prior to the lok sabha elections in 2014 and 2019, this subject was brought up.
What is meant by special status?
Some states are maintained in a distinct category by the Center due to their overall development. As a result, those states are known as special status states. The indian Constitution makes no mention of bestowing special status. Assam, Nagaland, Jammu, and kashmir were granted special state status by the central government in 1969, following the Fifth Finance Commission's suggestion. Several states began to want it after three states were retained in the special state category. The states that satisfied the Center's formula were then granted this status. Currently, eleven states remain in the special state category. These comprise every state in the Northeast. himachal pradesh and uttarakhand are hill states that are also considered special states.
